In January 2021, President Biden signed an Executive Order on Advancing Racial Equity and Support for Underserved Communities Through the Federal Government, which calls upon human service agencies to address inequities in their programs. This working paper responds to this call to action by outlining three phases of work for assessing and responding to racial and ethnic disparities in human service provision:
- performing a gaps analysis
- interpreting the gaps analysis by assessing root causes
- co-creating an equity plan to correct for inequities
For each phase, we describe common methods, offer guiding questions, and highlight examples of "work in action" while also emphasizing the importance of gathering multiple data sources and bringing in the perspectives of impacted communities.
